    The Professional Neuropsychologist provides communication from the ABN Board to the ABN membership. ABN Diplomates able to submit brief articles for possible publication in the newsletter. As per a decision of the ABN Board of Directors, The Professional Neuropsychologist will no longer be mailed out to members but will become solely an internet publication, available to be downloaded from the ABN Website.  Also, the acronym for the American Board of Professional Neuropsychology has changed to “ABN”. Please use ABN is all correspondence.     RE:  Recognition of Specialty Boards

    Dear Mr. Hall and Members of the Florida Board of Psychology:

    I am writing to you on behalf of the Board of Directors of the American Board of Professional Neuropsychology (ABN) regarding what we have been told is a proposal before the Florida Board to use approval by the US Department of Veterans Affairs as the criterion for recognition of all specialty boards in psychology in the state of Florida. We are interested in such issues since we have a national presence and many Diplomates of our board reside and practice in Florida.

    We have contacted the Department of Veterans Affairs today via telephone and the representative there tells me they do not certify or “approve” any particular board, nor do they have criteria for neither specialty board approval, nor a process by which to establish such a mechanism. They do provide for a pay raise if one holds a diploma from an ABPP affiliated specialty board. It appears if you were to go this route, no specialty boards would be “approved” or certified in the common sense of the term, or perhaps you would consider the allowance of a higher pay grade evidence of a “tacit” approval, but one that many might see as arbitrary. This is especially true since the USDVA could not locate for me an application form or describe any standard process by which a specialty board may apply for and be evaluated for such an approved status.

    If you are seeking external or national criteria which can be fairly applied, by which specialty boards may be afforded an application process, and organizational and peer review to approve their own certification process, such programs do exist. In psychology, perhaps the best known and most respected as well as established is the program of the National Register of Health Service Providers in Psychology (NRHSPP), which has served in this capacity for approximately 35 years. NRHSPP has worked diligently to develop standards of education for psychological specialties in many areas but specifically in the domain of psychologists as health service providers. They have existing, formal, established mechanisms of recognizing specialty boards that specify criteria for recognition, an application process, and methods for review as well as appeal of decisions and the like. If you are thus seeking guidance in recognition of specialty boards, the NRHSPP model seems a superior, nonarbitrary model to follow. The NRHSPP is already recognized in various aspects by other organizations as a sound credentialing body, including the Association of State and Provincial Psychology Boards.

    Any model you might adopt, however, we would argue should apply equally to all and have a clear set of reasonable criteria, an application process for all parties, and a detailed process for the review of such applications, as well as specified mechanisms of appeal and provision of remedial suggestions for boards failing to meet the published criteria. This makes the process transparent for all concerned; fair to all concerned, and serves the purpose of protecting both the public and the profession.

    I must confess that, while I have no proof of the matter, the current proposal reeks of an attempt by ABPP or one of its affiliate boards to monopolize board certification. When the Texas State Board of Examiners of Psychologists passed a rule recognizing only ABPP boards as appropriate for the use of specialty titles, thus denying our Diplomates the use of the designation “Neuropsychologist,” we did take legal action due to the arbitrary nature of the rule as well as the obvious conflicts of interest present on the Texas Board (all Diplomates on the Board at that time were ABPP Diplomates). The Board settled by dropping this rule on the recommendation of the Texas Attorney General’s Office and created objective standards instead, which ABN was pleased it was able to meet.

    We look forward to following your process in Florida and hope to communicate with you further as such proposals progress. Please let us know if we may be of any assistance to the Board or if public hearings are held where we may testify regarding any such rule changes or if written testimony should be provided. If permissible, would you please include me in copies of any proposed rule changes so that we may respond appropriately on behalf of our Florida Diplomates?     AMERICAN COLLEGE OF PROFESSIONAL NEUROPSYCHOLOGY: WORKSHOP REGISTRATION FORM
    This workshop will be held on Friday (May 22nd) as a pre-convention activity before the 2009 Association for Psychological Science Convention in San Francisco, California, from 9:00 am-12:00 noon (Introduction to Neuropsychological Assessment). The cost of the workshop is $60 to professionals (check payable to “ACPN”) and free to psychology graduate students registered for the APS Convention. Each workshop is offered for 3 hours of Continuing Education Credits (CEs).  ACPN is approved by the American Psychological Association (APA) to sponsor continuing education for psychologists. ACPN maintains responsibility for this program and its content. Workshop participants are expected to have some prior training and experience in neuropsychology assessment.     Workshop Title: INTRODUCTION TO NEUROPSYCHOLOGICAL ASSESSMENT
    EDUCATIONAL OBJECTIVE: To learn about neuropsychological assessment.  Introductory Level.
    DESCRIPTION: This workshop will focus on various aspects of neuropsychological assessment as an introduction to this area. Clinical neuropsychology is an applied science which is concerned with the relationship between the brain and behavior. It integrates the fields of clinical psychology and behavioral neurology and attempts to evaluated individuals suspected of having focal or diffuse brain dysfunction. Neuropsychological assessment utilizes specialized psychological tests to evaluate a wide variety of cognitive functions and behaviors that are dependent on the structural and functional integrity of the brain.

    PRESENTER: Robert W. Elliott earned a PhD in Counseling Psychology from the University of Southern California and completed a post-doctoral fellowship in Clinical Psychology at the Long Beach Neuropsychiatric Institute. He holds diplomats in both Clinical Neuropsychology and School Psychology from the American Board of Professional Psychology (ABPP) and a diplomat in Clinical Neuropsychology from the American Board of Professional Neuropsychology (ABN).  He is a Fellow of the American College of Professional Neuropsychology (ACPN). Dr. Elliott is a past-president of both ABN and the National Academy of Neuropsychology and has received many honors and awards for his contributions to clinical neuropsychology.  Dr. Elliott is currently in the independent practice of clinical neuropsychology in Los Angeles, California.

    Workshop Title: NEUROPSYCHOLOGY OF DRUG ABUSE, PATHOLOGICAL GAMBLING AND SEX ADDICTION
    EDUCATIONAL OBJECTIVE: To learn about the neuropsychology of drug abuse, pathological gambling and sex addiction. Introductory Level.
    DESCRIPTION: Addiction to drug, gambling and sex are major international social problem. This workshop will focus on what is known and unknown regarding the neuropsychology of drug abuse, pathological gambling and sex addiction.  The areas covered will include: the neuropsychological effects of abused drugs, such as cocaine, heroin and alcohol, the functional capacity of persons who abuse drugs and neuropsychological assessment of drug abusers. In addition, the neuropsychology of and characteristics of pathological gamblers and sex addicts will also be covered.

    PRESENTOR: Arthur MacNeill Horton, Jr., Ed.D., ABPP, ABN earned his doctoral degree from the University of Virginia and holds Diplomates in Clinical Psychology and Behavioral Psychology from the American Board of Professional Psychology (ABPP) and a Diplomate in Neuropsychology from the American Board of Professional Neuropsychology (ABN). Dr. Horton’s has written or edited 15 books and his most recent book is the NEUROPSYCHOLOGY HANDBOOK, THIRD EDITION, edited with Danny Wedding, Ph. D. (Springer Publishing Company, 2008).  Dr. Horton is a Past President of the National Academy of Neuropsychology (NAN).  Previously, Dr. Horton worked as a program administrator at the National Institute on Drug Abuse with responsibilities for Clinical Neuropsychology and now he is in independent practice in Towson, Columbia and Bethesda, Maryland and consults on research issues related to clinical neuropsychology and substance abuse.

    ABN is delighted to recognize the outstanding professional contributions of Ralph M. Reitan, Ph.D., ABPP, ABN, ABAP. Dr. Reitan has made extraordinary contributions to Professional Neuropsychology as a researcher, practitioner, and organizational leader.  He has served in important leadership roles in multiple neuropsychology organizations and made impressive research contributions with his well regarded clinical neuropsychological test battery, the ‘gold standard” in professional neuropsychology!  Also, he has served as an advocate for the scientist-practitioner model in professional neuropsychology and a role model for other professional neuropsychologists. ABN recognizes, with great pleasure, Dr. Reitan’s many important contributions and grants him this Lifetime Achievement Professional Neuropsychology Award in recognition of all of the many important things that he has done and the tremendous amount of time he has spent serving ABN and the field of Professional Neuropsychology.
